Yes, that's a monkey riding on the back of a gorilla on the cover of Tibor #27 (2003), which is about as hardcore awesome as you can get on a monkey cover without involving a jetpack or Kryptonite.
(Standard disclaimer about gorillas running away from arrows not really being monkeys applies.)
